Eight biofuels groups are forming a coalition to coordinate messaging to combat calls to limit a federal mandate for renewable fuels because of the drought.
The groups said the drought has raised the profile of the renewable fuel standard, which requires 36 billion gallons of renewable fuels to be blended into traditional transportation fuel by 2022.
Various lobbying groups argue this requirement should be waived because of the drought, which they say has caused the price of corn used for food and animal feed to skyrocket.

CHICAGO (Reuters) - The biggest threat to U.S. ethanol makers, now struggling with negative profit margins, is not high corn prices but possible changes to the renewable fuel policy by Washington legislators, the top ethanol industry executive said on Wednesday.
"This year is tough. Our biggest challenge though is more about Capitol Hill and threats to policy than the markets and threats to profitability," Bob Dinneen, chief executive of the Renewable Fuels Association, told Reuters on-line grain forum.
The 2007 U.S. energy policy's renewable fuels standard (RFS), mandates annual production of 15 billion gallons of ethanol by 2015 for energy independence. By 2022, RFS calls for 36 billion gallons of renewable fuels, including cellulosic biofuels.
U.S. ethanol production in 2011 was 13.9 billion gallons of which more than a billion gallons was exported.

WASHINGTON, D.C. – The Renewable Fuels Association (RFA) and automotive expert, car-talk host Bobby Likis have announced an extended collaboration for ethanol educational outreach to automotive service professionals. RFA says the outreach program, which includes the “Calling All Technicians ... 20 Facts About Ethanol” feature on the Car Clinic Network, is designed to enlighten, educate and energize automotive technicians with verifiable facts, studies and statistics on ethanol.
As the national trade association for the U.S. ethanol industry, the RFA promotes policies, regulations and research and development initiatives that will lead to the increased production and use of fuel ethanol.
The automotive technician outreach program will utilize radio, websites, social media, print media and key events. Likis, an award-winning, national talk-show host, has worn many hats in the automotive industry, including technician, service desk advisor, service shop owner, engine builder and pit crew, making him ideally suited to support this program, he says.

Washington—The Renewable Fuels Association announced April 17 that it has formed a political action committee (PAC).
The Renewable Fuels Association PAC, to be referred to as the Renewable Fuels PAC, will help RFA members support candidates for federal office that understand and share their belief in the importance of domestic renewable fuels like ethanol.
“Domestic renewable fuels offer America a real opportunity to put an end to our addiction to imported oil while creating jobs and putting American ingenuity to work creating fuel technologies for the future,” said RFA President and CEO Bob Dinneen.

After receiving the U.S. EPA’s approval for a model Misfueling Mitigation Plan for E15 on March 15, the Renewable Fuels Association is moving ahead with an aggressive effort to educate fuel retailers on compliance requirements and assist them in completing the necessary steps to provide E15 to their customers. RFA President and CEO Bob Dinneen said in a March 19 conference call that the EPA’s role in approving E15 for consumer use is now largely completed and he expects the fuel to be available for sale in certain areas very soon. “The job now is largely the industry’s to make E15 a commercial reality,” he said, adding that more than 20 companies have submitted E15 registrations to the EPA, signaling their intent to sell E15. The EPA has approved those registrations and is expected to announce the approvals soon, according to Dinneen.

The Renewable Fuels Association (RFA) is ready for 15% ethanol (E15) to become street legal – something that could happen at any moment.
RFA president and CEO Bob Dinneen, Vice President of Technical Services Kristy Moore, and Director of Market Development Robert White gave an overview of the most recent developments in the commercialization of E15 ethanol blends. Specifically, they discussed EPA’s acceptance of the RFA’s Misfueling Mitigation Plan (MMP) and the release of its E15 Retailer Handbook.
“The job now is largely the industry’s to make E15 a commercial reality and we are working hard to make sure that happens,” said Dinneen.

In Washington, the U.S. Environmental Protection Agency indicated that the model Misfueling Mitigation Plan for E15 as submitted by the Renewable Fuels Association meets the requirements of EPA’s E15 waiver decision. In January 2011, EPA expanded upon its October 2010 decision and approved the use of E15 for light duty passenger vehicles Model Year 2001 and newer.
The next steps will include ensuring companies seeking to offer E15 are registered with EPA, they have submitted the Misfueling Mitigation plan, and are addressing lingering fuel regulatory requirements at the state level. Some states, including Iowa, Illinois, and Kansas, are prepared to welcome E15 and drivers in those states will be among the first to see E15 at the pump.

The president of the Renewable Fuels Association (RFA) this week wrote a letter to the U.S. Trade Ambassador asking for an investigation into news that the Brazilian state of Sao Paulo was imposing a 25% tax on all imported ethanol.
“Because ethanol produced in Sao Paulo is tax exempt, ethanol imported into Sao Paulo from the United States and other areas is at a substantial economic disadvantage,” wrote RFA President and CEO Bob Dinneen to Ambassador Ron Kirk. “We believe this action is discriminatory and may severely—and immediately—restrict the exportation of U.S. ethanol to Brazil.”

The Renewable Fuels Association is urging U.S. Trade Representative Ambassador Ron Kirk to investigate the news that the Brazilian state of Sao Paulo was imposing a 25 percent tax on all imported ethanol. Port Santos in Sao Paulo is the main port of entry for U.S. ethanol exports to Brazil, which accounted for an estimated 400-million gallons in 2011. RFA President and CEO Bob Dinneen says – because ethanol produced in Sao Paulo is tax exempt, ethanol imported into Sao Paulo from the United States and other areas is at a substantial economic disadvantage.
Dinneen says – this action is discriminatory and may severely—and immediately—restrict the exportation of U.S. ethanol to Brazil. He has always held that – decisions surrounding Brazil tariffs are neither permanent nor transparent and additional trade barriers could be constructed at any time. The actions of the state of Sao Paulo are such an example.

The year has been a memorable one for the ethanol industry with the start of one thing and the end of another topping the list of landmarks. The industry has allowed the expiration of the Volumetric Ethanol Excise Tax Credit (VEETC) at the end of the year to come and go without a fight, essentially agreeing it was time for it to end.
But Renewable Fuels Association president and CEO Bob Dinneen says the year started on a high note when EPA gave final approval for 15 percent ethanol to be used in model year 2001 and newer vehicles.
